When Victim dropped charges what happens?

Okay so my man and his friend and 2 other people are being charged with robbery with a deadly weapon and POSSESSION OF A FIREARM BY A DELINQUENT but the so called victim wrote two letters stating that she wanted charges dropped because the people are young and have kids and she wants nothing more to do with this case and if she has to go to court she will plead the fifth shouldn't the State drop charges they are innocent and she is wanting the charges dropped and for them to not have felonys on their record Someone please let me know what to expect!
