Can citizens help the military in any direct way?

Say your qualified in first aid or some medical profession can you help a wounded soldier.How about if you aren't qualified for anything.Can a citizen even use firearms if military forces are present,or is that not allowed,just wondering.Can you directly interact with any during combat,not in a annoying way of course?
